Job Purpose    

To provide capacity and support to Senior Programme Managers in driving and rolling-out a series of Catalytic Projects within the City regions as part of the spatial transformation agenda informed by various national, provincial and municipal strategic plans and priorities.
This post reports to SENIOR PROGRAMME MANAGER

Key Responsibility Areas    

Undertake project management, implementation and coordination of a series of Catalytic projects across the city regions.
Promoting economic development and increase value of land for production, the incumbent must monitor, evaluate and control the implementation of strategy for catalytic projects and operations.
Maintain effective relationships with a variety of stakeholders frequently and within the private and public sectors and across various ongoing sectors to ensure effective partnerships in implementing their respective catalytic programmes and projects.
Plan and prepare capital and operating estimates and controlling expenditure of their respective projects against the approval budget allocations.
Contribute towards the Unit’s implementation of organizational performance reporting process.

Planning and Organising- The ability to plan and organise work tasks using goal setting, objectives, targets, creating work schedules and work plans with associated resources and budgets, according to the Municipality’s procedures in order to achieve the tasks, functions and outcomes / results.
Strategic Planning and Strategy Formulation- Ability to understand the process of strategic planning and contribute effectively to strategy formulation.
Programme and Project Management- Plans, manages, monitors and evaluates specific activities in order to deliver the desired outputs and outcomes.
Financial Management- Maximises the municipality’s business senses and displays a sound business understanding in applying the most effective management practices to achieve municipal financing goals and objectives.
Information Products and Reporting- The ability to prepare user friendly, customer orientated and accessible information products and reports of a range of types and formats.
Resilience- Continuing to perform effectively when faced with time pressures, adversity, disappointment, or opposition.
Interpersonal Relationships- The ability to establish and maintain productive relationships with people within and outside of the Municipality.
Communication- The capacity to listen attentively, grasp issues, present information in a clear manner and respond appropriately to verbal and written communication of others.
Action Orientation- The display of high work ethic in setting and achieving challenging goals, meeting deadlines and keeping promises. It manifests itself in one’s ability to stay focused on task, to be energetic, persistent and reliable.
Accountability and Ethical Conduct- Ability to display and build the highest standards of ethical and moral conduct in order to promote confidence and trust in the public service and to adhere to codes of good corporate governance.

Essential Requirements    

Bachelor’s Degree (NQF Level 7) in one of the following disciplines: Architecture or Engineering or Town Planning or Property Development or Project and Construction Management or Quantity Surveying or Local Economic Development or Geographic Information Systems or Transport Management or equivalent.
Professional Registration with the relevant Professional Body in any of the above disciplines where applicable.
Valid motor vehicle driving license.
4 Years relevant experience.
Computer Literacy.

Preferred Requirements    

Postgraduate qualification (NQF Level 8 or higher) in one of the following disciplines: Architecture or Engineering or Town Planning or Property Development or Project and Construction Management or Quantity Surveying or Local Economic Development or Geographic Information Systems or Transport Management or equivalent.
6 Years relevant experience.
