Senior Manager (Human Capital)

Job Purpose

To provide a credible, holistic Human Capital (HC) service and support to the Unit serviced in achieving its service delivery mandate, through workforce planning, resource allocation, formulation, and execution of the Human Capital (HC) strategy and goals.

Service Delivery Orientation- The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes in order to achieve municipal goals.
Action and Outcome Orientation- The display of high work ethic in setting and achieving challenging goals, meeting deadlines and keeping promises. It manifests itself in one’s ability to stay focused on task, to be energetic, persistent and reliable.

Key Responsibility Areas

Responsible for the development of HC strategic initiatives in alignment with the corporate and HC Cluster strategy that supports the City.
Plan, Lead and Manage the execution of HC strategic initiatives for the HC Teams.
Human Capital Business partnering (HCBP) Provides specific HC deliverables in the allocated Units.
Develop, monitor, and review a target recruitment and retention framework and ensure compliance by HC and line managers in line with the needs of the Unit serviced.
Collaborate with eThekwini Municipal Academy (EMA) and units in identifying competency gaps and improvements in the development of a highly skilled workforce.
Responsible for creation, implementation, reporting of plans to promote transformation, diversity and inclusion within the organisation and the refinement of policies that govern.
Provide input and support in the design, implementation, and evaluation of HCIS system to enhance the effectiveness if the human capital department in executing functions required to ensure that these systems (e-Performance, E-Careers, ESS, etc) work efficiently
Advise relevant committees and senior officials on policy and other strategic matters.
Developing and implementing HC strategies and initiatives aligned with the overall business strategy, promoting corporate values, and shaping a positive organizational culture.

Essential Requirements

Relevant tertiary qualification (NQF Level 7)
Valid motor vehicle driving license.
8 Years relevant experience of which 3 years must be at a managerial level.
Computer Literacy.

Preferred Requirements

Relevant post graduate qualification (NQF Level 8)
10 Years relevant experience of which 4 years must be at a managerial level.
